ITES-2S Services Process
Team CSC is organized for rapid execution and open communication flow. Each team member is given the opportunity to contribute and participate on each Task Order (TO) through a process of pre-registration and access to all Task Order Requests (TORs) via electronic communication.
Team CSC will maintain active lines of communication with all members throughout the pre-TOR, TO proposal development, and TO execution phases. Team CSC will work as one to ensure a seamless CHESS view of our TO execution. As the prime contractor, CSC takes full responsibility for all TO performance, to include the quality of all services and end products.
We apply a TO management approach that is responsive to all ITES-2S customer needs yet balanced to provide flexibility for new initiatives. Our work control process starts with pre-TOR coordination in support of potential clients and continues through TO proposal development and TO execution. Team CSC applies a decentralized management approach, delegating the appropriate level of authority to each designated team leader to allow rapid, efficient, and immediately responsive interfaces with Government counterparts.
Once a TOR is published, our TO Execution Team Leader, TO Coordinator, and Technical/ QA Director become key. The TO Coordinator receives the TOR and provides it to the TO Execution Team Leader, who assembles the team and manages the overall TO proposal process, ensuring the schedule is met and a complete and compliant TO proposal is submitted.
The Technical/QA Director ensures the technical approach, cost, and schedule are complete, realistic, and competitive and identifies technical performance metrics that will later be used to monitor the task. Our TO development process facilitates rapid decision making and multiple, simultaneous TO development activities through our local program management office, and distributed, collaborating TO development teams supported by all interested and qualified teammates. This approach, in which lines of responsibility are well-defined throughout the process, allows us to dynamically meet TO development requirements. Although this process defines activities for each day, workflow will adapt to meet the complexities of each TO.
After the TO proposal is submitted, we stand ready to respond to questions and will provide revised TO proposals as required. Revised TO proposals are developed using the same process, with modifications applied to handle specific needs. A revised TO proposal will be delivered within 10 calendar days. Authorized representatives will receive a response from CSC to a Request for Post Award Action. The process for post award action approval is identical to that described for TO approval. Our TO development process terminates upon TO award, when the TO Execution Team takes over.
